Duncan Parking Technologies, Citation Management, Reino Parking Systems,
and Enforcement Technology Merge to Create Single Source Leader in Parking Systems

Milwaukee, Wis. – The largest merger ever in the parking industry has created an unequaled, one-stop source for parking and enforcement products and services.   The new company, Duncan Solutions, Inc., was formed from several of the largest companies in the parking business.

Those companies include Duncan Parking Technologies, a worldwide leader in the design and manufacture of single-space parking meters, with a 60 percent share of the North American parking market; Citation Management, an industry leader in parking citation processing and delinquent payment collection services; Reino Parking Systems, a supplier of “intelligent” parking solutions including Pay-by-Space and Pay-and-Display parking meters; and Enforcement Technology, a provider of the AutoCITE handheld citation issuance computer with integrated parking and enforcement management solutions.

The merger was arranged so the combined company could better serve municipalities, universities, airports, and parking authorities as a single source for parking products, services, and enforcement management.  And, because of the size and financial strength of the new company, it is able to provide financing programs for financially-strapped communities to help them with their parking equipment and service needs.

The companies that have merged to form Duncan Solutions have all been major  players already in the parking and enforcement industry.  Their combined products of parking and enforcement equipment handle approximately three billion transactions per year.  The service side of the business has been processing more than $90 million in citation fines and collects over $16 million in delinquency payments annually.

Haugsland said that Duncan Solutions offers municipalities product and service acquisition models that include leasing, purchasing, performance contracting, commission-based programs, concession arrangements, as well as asset management programs.

There are now two divisions within Duncan Solutions.  Duncan Technologies will manage the products division — all the various meter products, citation issuance computers, and other products that will serve enforcement customers.  Citation Management is the service division handling citation processing, collections, finance programs, and enforcement service options.

One of the company’s newest products is the AutoCITEÔX3, the only integrated, handheld, Windows-based computer ticket writer that can communicate directly with parking meters to determine the status of every parking space as well as check on a vehicle’s history of tickets.  The company’s new cell phone payment feature, mPARK, allows people to add time to computerized parking meters from any location by simply calling on their cell phone to an account previously set up for such charges.  

Duncan Solutions will be making its major corporate debut at the International Parking Institute’s conference and exposition May 15-18 in Las Vegas at the Mandalay Bay Convention Center.

Debuting in Las Vegas is appropriate for Duncan Solutions because Las Vegas is one of the many success stories for which Duncan Solutions’ companies have been responsible.  Las Vegas installed 17 of the new Pay-by-Space meters in a busy downtown area to test how they would work.

“With the growth in population in the downtown area, we saw a huge increase in citation issuance,” said Doug Towner, Senior Parking Enforcement Officer for Las Vegas. “But issuing more tickets is not our goal.  We’d rather bring in revenue through our meters than through ticket issuance.  With the ability to pay by credit or debit card or a cell phone, Duncan meters make it easier for people to do the right thing.  Our goal is to leave people feeling good about their dealings with the city.”

Using the new Duncan meters, nearly one third of the meter transactions in that area of Las Vegas have become credit card or cell phone payments.   And whereas coin transactions averaged 74 cents per meter, the average for credit card transactions has  increased substantially to over $2.20 per transaction.  Also as a result of the success that the city has seen with the new meters, it has just ordered up to 50 more meters that will be installed shortly.
